The Petrobras pricing paradox

Brazil produces approximately 3.6 million barrels/day through Petrobras (pre-salt fields off Rio de Janeiro) and is a net oil exporter. Yet Brazilian consumers pay prices that track international markets. Under the Lula government, Petrobras has moved away from the Import Parity Price (PPI) system -- which directly linked Brazilian prices to international markets -- but prices still broadly follow global trends with some political smoothing. The result is partial insulation compared to a pure market system, but not full decoupling.

Ethanol's role as a buffer

Brazil's unique flex-fuel vehicle ecosystem (90%+ of new cars sold can run on pure ethanol or any blend) provides a genuine buffer against petrol price spikes. When petrol rises above approximately 70% of the hydrous ethanol price, rational drivers switch to ethanol. This automatic market mechanism moderates the impact of oil price spikes on transportation costs in a way no other country can match. Sugarcane ethanol is domestically produced and not linked to oil prices.

LPG (cooking gas) impact on low-income households

Brazil distributes LPG (botijao de gas) to approximately 70 million households for cooking, with a significant proportion relying on it exclusively. The federal Auxilio Gas programme subsidises LPG for low-income families. At current prices, a 13kg cylinder costs approximately BRL 100-130 in major cities. LPG is priced off oil, meaning every barrel rise increases costs for the most vulnerable households who have no alternative cooking fuel.
