Finland's unique energy exposure

Finland's geography creates distinct energy challenges: long distances between population centres, a cold climate requiring significant heating energy (the heating season runs October to April), and relatively low population density outside the Helsinki metropolitan area. The average Finnish household drives approximately 18,000 km/year -- significantly above the EU average of 13,000 km -- due to the necessity of car travel in rural and semi-rural areas.

Finland imports 100% of its crude oil (primarily from Norway and other North Sea suppliers since phasing out Russian imports in 2022) and refines it domestically at Neste's Porvoo refinery, one of Europe's most complex facilities. The domestic refining capability provides some buffer against international refined product price spikes, but not against crude price rises themselves.

District heating and oil dependency

Finland has one of Europe's most developed district heating networks, covering approximately 50% of all heated floor space. In Helsinki, Tampere and other major cities, most buildings connect to centralised heat networks. However, the fuel mix for district heating includes significant amounts of natural gas, oil, coal and peat -- all of which have risen in price. The Energiateollisuus (Finnish Energy) association estimates district heating costs rose 22% in 2025-26 heating season. Outside the district heating network, oil boilers (polttooljy) heat approximately 180,000 Finnish homes -- directly exposed to crude prices.

The long commute problem

Outside Finland's major urban centres, public transport is sparse and car ownership is effectively mandatory. Approximately 800,000 Finns commute more than 30 km each way to work. At current petrol prices (1.82 EUR/L) and with the average commuter car consuming 7L/100km, a 60 km round trip commute costs approximately 7.70 EUR/day -- 4,000 EUR/year in fuel alone. At $120 oil, this rises to approximately 4,800 EUR/year. The rural commuter penalty is severe.
