Europe's highest fuel tax burden

Italian petrol carries an excise duty of 0.7284 EUR/litre -- the highest in Western Europe. This historic tax dates partly to levies introduced to fund the Suez Crisis (1956), the Abyssinian war (1935) and the 1966 Florence floods, which were never removed. VAT at 22% applies on top. Tax represents approximately 55% of the pump price at current levels, meaning a $10/barrel oil rise translates to roughly 3 EUR cents at the Italian pump -- less than the UK or Germany.

Gas heating: 35% of homes

Italy has significant gas heating penetration, particularly in the Po Valley and northern industrial regions. Metano (natural gas) prices for households track TTF with a quarterly lag via the Arera regulatory formula. At current gas prices (EUR 58/MWh TTF), Italian heating bills are approximately 18% higher than the 2024 average. This compounds the transport fuel impact significantly for northern households.

Food inflation channel

Italy's food supply chain is heavily truck-dependent (65% of freight by road) and the agricultural sector uses significant diesel. Italian food CPI has historically shown a 12-18% oil pass-through rate due to the intensive trucking logistics of the fresh produce supply chain. At current oil prices, groceries are contributing approximately EUR 45/year to the average Italian household's extra costs.
